Surely after all those other cadets witnessed Chucky talking, moving and even throwing a grenade at one point, you'd think the police might be starting to take a little more notice. I mean it's no longer the absurd rantings of a probably insane individual any more. It's about 30, maybe 40, teenagers that have just witnessed this thing.
Fair enough it would still be cast aside and explained another way in the end, but for the love of Damballa did nobody else say anything?

Well even though they are teenagers, they are still considered kids. So one of the standard horror movie rules applies: Adults never believe anything the kid says.
But yeah I would need to re-watch that scene because it seemed like Chucky could have been blocked from a bunch by that jeep.

Didn't Shelton see him though? Pretty sure I remember a "Well I'll be god fanned" moment. If he did then you'd have to assume that plenty of other people did. Looking back, how it all ended, Chucky getting sliced up pretty bad, Andy's "I've been here before" speech when he's put in the back of the police car and the way people must've seen chucky was alive, I wouldn't be too surprised if Don had intended wrapping it all up and leaving it as a trilogy like that

I just skimmed through the scene. Pretty much the blue team (lead by Shelton) just come up to the area and start firing (paint rounds for blue team), and it doesn't look like they even see anyone, even though one of them hits Chucky, but it seems like they just started firing because they were told the red team was gonna be up there. Shelton then calls a cease fire, walks up to the jeep, seeing Chucky, saying "Fuck me" while laughing a little, then red team shows up and sees the blue team, so they start firing (live rounds). The Blue team realizes live rounds, and ducks down, Shelton dies, red team realizes there are live rounds, and stops. Then Shelton's 2nd hand man jumps on Andy and starts fighting him, which is distracting everyone from seeing Chucky, as he tosses a grenade and crawls away.

But the thing is, Chucky got hit with a paint round, so someone must have had a clear shot. But then again, maybe they just saw Tyler with what angle they were at, or perhaps they just thought Chucky was standing there or something.

Pretty much. Even if those were just paint rounds, that game was messed up. Imagine taking one of those things to your head.
